Vinicius Wu holds a PhD and a Master’s degree in Communication from PUC-Rio, and a Bachelor's degree in History from UFRJ. He has held various public administration roles at the municipal, state, and federal levels, including Institutional Articulation Secretary at the Ministry of Culture, Secretary-General of the Government of the State of Rio Grande do Sul, Secretary of Education in the city of Niterói, and Chief of Staff to the Governor of Rio Grande do Sul, among others. He is the recipient of several national awards for excellence in public management and three international honors, including the Bank Beneficiary Feedback Award from the World Bank and the United Nations Public Service Award. Vinicius has published extensively in journals and books in Brazil on topics such as public management, transparency, civic engagement, government accountability, history, and politics.
